Nagaland Government Signs MoU with CBC to Advance Mission Karmayogi

Kohima, October 9, 2025 — The Government of Nagaland has signed a Memorandum of Understanding (MoU) with the Capacity Building Commission (CBC) to implement Mission Karmayogi, a national initiative aimed at enhancing the efficiency, capability, and responsiveness of civil services across the country.

The MoU was signed in Kohima by Chief Secretary J. Alam on behalf of the Nagaland government and CBC Member R. Ramanan, marking a significant step toward institutionalizing structured capacity building for state officials. The partnership will focus on aligning state-level training programs with the national competency framework and leveraging digital platforms for continuous learning.

Mission Karmayogi, launched by the Government of India in 2020, seeks to transform the bureaucratic ecosystem by promoting a culture of lifelong learning, performance-based evaluation, and citizen-centric governance. Through this collaboration, Nagaland will gain access to CBC’s expertise in training design, content development, and impact assessment.

Speaking at the signing ceremony, Chief Secretary J. Alam emphasized the importance of equipping public servants with modern skills and adaptive mindsets. “This MoU will help us build a future-ready workforce capable of delivering high-quality services to the people of Nagaland,” he said.

CBC Member R. Ramanan highlighted the role of technology and data-driven insights in shaping effective governance. He noted that the partnership would enable Nagaland to integrate best practices from across the country and tailor them to local administrative needs.

The implementation will involve mapping competencies across departments, identifying skill gaps, and rolling out customized learning modules through platforms like iGOT Karmayogi. The initiative also aims to foster leadership development, behavioral change, and improved service delivery at all levels of government.

Officials from the Department of Personnel and Administrative Reforms, training institutes, and senior bureaucrats attended the event, expressing optimism about the long-term impact of Mission Karmayogi in strengthening governance in Nagaland.
