Gurdaspur, September 9, 2025 — Prime Minister Narendra Modi conducted an aerial survey of flood-ravaged regions in Punjab on Tuesday, pledging comprehensive relief and rehabilitation measures for the state, which is facing its worst deluge since 1988. The Prime Minister’s visit included ground-level assessments, meetings with affected families, and interactions with rescue teams in Gurdaspur, one of the worst-hit districts.
During the official review meeting, Modi announced an additional ₹1,600 crore in financial assistance for Punjab, supplementing the ₹12,000 crore already allocated. The Centre will also release the advance installment of the State Disaster Response Fund (SDRF) and expedite benefits under the PM-KISAN scheme to support farmers impacted by the floods.
Key relief measures announced include:
- ₹2 lakh ex-gratia for families of the deceased and ₹50,000 for those injured
- Full support under PM CARES for Children for minors orphaned by the disaster
- Reconstruction of damaged homes under Pradhan Mantri Awas Yojana-Gramin
- Restoration of flood-damaged government schools via Samagra Shiksha Abhiyan
- Agricultural aid including borewell reconstruction under Rashtriya Krishi Vikas Yojana and solar panel support for diesel-run pumps
- Livestock support through mini kits and PMNRF assistance
- Rainwater harvesting infrastructure under Jal Sanchay Jan Bhagidari programme
The floods, triggered by swollen rivers—Sutlej, Beas, and Ravi—and heavy rainfall in catchment areas of Himachal Pradesh and Jammu & Kashmir, have devastated over 2,064 villages across 15 districts. The death toll stands at 51, with crop damage reported across 1.84 lakh hectares. More than 3.87 lakh people have been affected, and over 23,000 have been evacuated to safety.
Prime Minister Modi expressed condolences to bereaved families and praised the swift response of NDRF, SDRF, Army personnel, and Aapda Mitra volunteers. He emphasized the Centre’s commitment to stand “shoulder to shoulder” with Punjab in its recovery efforts.
The state government has estimated total losses exceeding ₹13,000 crore. Ahead of the visit, Punjab Chief Minister Bhagwant Mann had urged the Centre to announce a relief package of at least ₹20,000 crore. While recovering from illness, Mann welcomed the Prime Minister’s visit and expressed hope for sustained support.
Inter-ministerial central teams have been deployed to further assess the damage, and additional aid may be considered based on their findings.
