The Assembly of Nagaland passes two significant bills

The Nagaland Assembly approved two important laws Thursday during a historic legislative session that will strengthen urban planning and support the state’s investment strategy. The Nagaland Town and Country Planning (Fourth Amendment) Bill, 2025, which was introduced by Chief Minister Neiphiu Rio, will update town planning laws by including provisions for town planning schemes and peri-urban areas’ service needs.

CM Rio clarified the purpose of the measure, emphasizing the idea of combining land from several owners with their permission to build planned layouts that incorporate essential public facilities like roads, schools, and hospitals. He emphasized how crucial it is to create master plans for peri-urban areas, which are in the process of changing from rural to urban environments. Furthermore, the Investment and Development Authority of Nagaland (Validation) Bill, 2025 was presented by Deputy Chief Minister T R Zeliang.

Zeliang pointed out that many stakeholders have expressed concerns about IDAN’s legal positions as a result of the lack of legislative support. Speaker Sharingain Longkumer stated that the 60-seat House, which currently has no opposition, passed both legislation by voice vote notwithstanding the Assembly Secretariat’s revision requests. The measures’ passage is a step in the right direction for improving Nagaland’s investment climate and urban planning.
