Guwahati, July 12 — In a significant political development, Assam Chief Minister Himanta Biswa Sarma has proposed tripartite talks involving the Central Government, State Government, and the Forum for Hills Autonomous State Movement (FHASM) to address the growing demand for enhanced autonomy and statehood in Karbi Anglong district.
The proposal follows a high-level meeting held in Guwahati on Friday between Sarma and representatives of the FHASM Alliance, a coalition of 21 political and apolitical organisations advocating for a “state within a state” under Article 244A of the Constitution. The alliance has long pressed for greater devolution of powers, protection of tribal identity, and inclusive development in the hill district.
“Our tribal sisters and brothers are an intrinsic part of Assam’s social fabric. We are committed to empower them and protect their unique heritage,” Sarma stated in a social media post after the meeting. He emphasized that the discussions focused on mutual respect, safeguarding unique identity, and adherence to constitutional processes to resolve the forum’s aspirations.
The Chief Minister also reviewed the implementation of the 2021 Karbi Accord, which was signed to bring peace and development to the region following decades of insurgency and unrest. While the accord promised enhanced autonomy for the Karbi Anglong Autonomous Council (KAAC) and a ₹1,000 crore development package, FHASM leaders argue that several provisions remain unfulfilled.
The tripartite dialogue aims to revisit these commitments and explore a workable structure for autonomy that respects Assam’s territorial integrity while addressing the socio-political aspirations of Karbi Anglong’s tribal communities. The FHASM has welcomed the initiative but insists on time-bound implementation and constitutional safeguards to ensure lasting solutions.
The move comes amid renewed calls for statehood from various tribal groups in Assam, including those from Dima Hasao, and reflects the government’s attempt to balance regional aspirations with national unity.
